Yellow Card Information
If you only require authorisation to operate scissor lifts, vertical lifts, or smaller boom lifts under 11m, the RIIHAN301E unit acts as the equivalent of a Yellow Card course.
This nationally recognised competency is widely accepted across Australian worksites as evidence of EWP training.
Duration and Schedule

Day 1:
- 7:30-8:00 Introduction/enrolment
- 8:00-10:30 Theory revision
- 0:30-3:30 Practical training
Day 2:
- 7:00-8:00 Theory revision
- 8:00-10:00 WorkSafe theory exam
- 10:00-2:30 WorkSafe practical exam
Licencing Requirements in Tasmania
For boom lifts over 11m, you must complete TLILIC0005 and apply for a High Risk Work Licence (HRWL WP Class) through WorkSafe Tasmania.
Prerequisites
- 18 years of age or older
- Basic language, literacy and numeracy skills
- Valid Unique Student Identifier (USI) – create or find your USI
- Proof of identity and Tasmanian residential address (e.g. driver’s licence, utility bill, car registration)
Licence Cost
- Hobart: $650 per person (GST exempt)
- Launceston: $690 per person (GST exempt)

Assessment is conducted by a WorkSafe Tasmania Accredited Assessor and includes:
- Written theory test

Location and Facilities
- Delivery: Available in Hobart and Launceston, or onsite statewide at your workplace.
- Training on multiple EWPs – scissor, vertical and boom lifts
- Use of High Risk Work Solutions supplied equipment
- All course notes and assessment materials
- Facilities include tea, coffee, biscuits and access to local food outlets.
- Participants are welcome to bring lunch.
PPE required: Safety boots or enclosed shoes, long pants, and a hi‑vis short or long‑sleeve shirt.
Registered Training Organisation (RTO)
High Risk Work Solutions delivers this course as Talented Training RTO #45144, ensuring compliance with the Standards for RTOs. Participants who complete TLILIC0005 (Boom Lift over 11m) may apply for a High Risk Work Licence (WP class) via WorkSafe Tasmania. A Statement of Attainment is issued by Talented Training RTO #45144 when an individual successfully completes one or more accredited units within this course.

Application
This unit specifies the skills and knowledge required to safely operate a boom-type Elevating Work Platform (EWP) where the length of the boom is 11 metres or more in accordance with all relevant legislative requirements.
Boom-type elevating work platform means a telescoping device, hinged device, or articulated device, or any combination of these, used to support a platform on which personnel, equipment and materials may be elevated.
A person performing this work is required to hold a boom-type elevating work platform HRWL.
This unit requires a person operating an EWP to:
- plan for the work/task
- prepare for the work/task
- perform work/task
- pack up.
